Either what for or whatever for, depending on context and the required meaning.

The American use would be to use "whatever for" to express surprise at what the other person has just said he or she is going to do.

If you say "what for" you are say "why?"

If you say "whatever for" it's more like you are saying "Good heavens! What good will that do?" OR "Why would you want to do THAT?"
