What are the proper names for these?

The Georges Pompidou Center of Paris and the Solomon R. Gugenheim Foundation and the Museum of Modern Art in New York had been discreetly sniping at each other as each pursued the right to run museums at the cultural center.

The Pompidou Center persuaded President Jacques Chirac of France to visit here in 2004...

If "thes" are not be the part of names, then why are they there in front of the what seem like proper names?

"The" is actually not part of the name but the article to be used in front of these places.

It has to do with how "the" (definite article) is used.  That is why you keep seeing "the" with certain proper names.
