What wonder if the effort demanded by them be the measure of

What does what wonder mean here?

What is there [to wonder / to be surprised] about if the effort ...?
What [wonder / surprise] would there be if the effort ...?
Who would [wonder / be surprised / find it unusual] if the effort ...?  (The expected answer here is "No one should wonder if the effort ..." because this is a rhetorical question.)
