"After a small observation, I saw that the employ dress code was a blue polo shirt and khaki pants."

The controversy I met was whether the word "that" was neccessary or not - and if it wasn't, did it harm the sentence grammatically?

It is not necessary, but it doesn't make the sentence wrong (the sentence is correct with or without it).
