It works, but, according to some, not well, with time measures themselves:
The year when I was born. (?)-- s/b: the year that I was born.
The day when I saw you last. (?) -- s/b: the day that I saw you last. etc.
Other cases:
In the movie when the boy kisses the girl (?)
It's the time when I should take my medicine (?)
This is English-- there are bound to be exceptions... if only we can think of them.
