Let's see if anyone else could help us to understand it better. You guys are over-analysing this, in my opinion. It's just a cab-driver school. They teach driving.They are not professors of English. I'm sure they didn't spend a long time debating the precise wording. They just thought 'qualified professional' sounds like a good phrase that will make people happy to spend some money. I would say:  Cab Driver Training - Your chance to become a professional cab driver.
