When is it correct to use "whether" and when to use "if"?

Take your pick.

www.m-w.com lists "whether" as a synonym for the selecting between alternatives meaning of "if".

Of course, "if or not" doesn't make sense so you'd have to use "whether" if you want to use the "or not". Anyway, the "or not" is somewhat redundant, so why bother?
