No.  In passive voice, the subject of the sentence receives the action of the verb; the action is done by someone or something else.

 Yes, #1, but please notice that story is the subject, and the story is what the person is telling:

His parents told the story.  This is active voice.
The story was told by his parents.  This is passive voice.
