Which is correct?

My daughter is sudying Englis grammar. She was taught a sentence ' He is better than I.' Is this correct or should it be ' He is better than me.'

Strictly speaking
' He is better than I.'
is correct.

There is an implied verb here: "He is better than I am

You will very frequently both see and hear "he is better than me"

Is the part "strictly speaking" a participle(that functions like an adjective clause) like in "Feeling tired, I went to the bed" In
Strictly speaking ' He is better than I.' is correct."
? If so, is "he is better than I" the subject of the sentence?

I am just wondering what I am thinking is correct.
