The capital letters make all the above seem like titles, eg for an article or a presentation.
A1 and A2 are fine. In A3, you need the bare, uninflected infinitive. The inflection is in the word 'does'.
B1.offers a solution to maintain the data regularly in order to improve the quality of data in the systems.
B2.offers a solution to regular data maintenance by sysadmin in order to improve the quality of data in the systems.
B3.offers a solution to regularly maintain the data in order to improve the quality of data in the systems.
All of these B versions are incomplete sentences, because they have no subject.
'. . . a solution to maintain . . . ' is awkward and unclear. I'd say ' . . . a solution that maintains . . . '
