Neither, but your second is closer to being correct; it simply needs an indefinite article added:

Each light has an 8m long chain.

Better:

"Each light has an 8-m chain"

"long" is unnecessary as unit metres implies length.

Yes, fair point, although I would invariably say:

The chain is 8 metres long..
