(2) is correct. "What's" is short for "What is", so the question in full becomes:

What is the weather like today?

"Today" is just an adverb. It doesn't really impact on the rest of the sentence, it only narrows down when you're talking about. In fact, the word "today" is almost redundant here, because the sentence is in the present tense, and in the present tense, what other day could it possibly be other than today? So you could equally well have said:

What is the weather like?

"Like" in this context means "similar to" - sort of. Basically it's asking for a description of something - in this case the weather.

Hope that helps

thank you !!!!!!!
Is it silly to say "what was the weather yesterday ?" because yesterday is the past time for most people.

now i'm working in a engineering company ,sometimes we communicate with foreigner. If the foreigner's tone about word is different from i have heared before, and i don't know what's the word they said !!!! then i will think about this word deeply ,so i don't know what's the meaning about all they said ! it's so terrible !!!

would you give me some advice ?thank you very much !
