The first sentence is badly ungrammatical and consequently it is in no voice. The second sentence is grammatically in the active voice as both the finite verb and the infinitive are in the active. However, since dishes can't do anything,
somebody will obviously do
them. This is a peculiarity of English grammar and may be conducive to ambiguity in some situations. Fortunately speakers of English
want to understand even ambiguous phrases correctly and few real problems arise.
