Do we say:

Who else IS going to the beach? OR, 'Who else ARE going to the beach?'

In this case, when you don't know WHO is,"who" is always followed by a verb in the singular.
who's coming with me?
who else is here tonight?
who's going to be at the party?
On the other hand, when you know "who" is many people, use y=the plural:
Who are these boys over there?
Who are your teachers at school?
