Please let me know if whoever or whomever is correct in this line...
Someone's turning three.
He's crazy silly, funny,
Whoever/whomever could it be?

It is "whoever". Whomever is the object case i.e. the "victim" of an action, not the "perpetrator". Example:
Whomever it was the thief didn't care, he robbed everyone and anyone.
