Strictly speaking, it should be Whom (object) will you choose? I wlll choose him. (object)
In modern/informal English, Who will you choose? is correct.
Who is the subject. Who (subject) is the cleverest? He (subject) is the cleverest/
Whom is the object. Whom (object) do you want to talk to? I want to talk to him. (object)
To whom (object) do you want to talk? I want to talk to him. (object)
