I just heard from a British. In his letter, he said: " During this period, you will be only be participating the conference and not be undertaking any paid work."

why not "you will only be ..." but "you will be only be ..." ?

It must be a typing error on the British person's part.  (Note:  it is not "a British", and only Americans call us "Brits".)

My guess is that the typo occured while the person was thinking "will be only participating" but changed his thought to the more correct "will only be participating".  The placement of "only" is too often taken lightly.
