Going to - Future is used for actions in the future, that have been planned, e.g.:
Next year, I'm going to go to Canada. (This is quite for certain, maybe the flights have already been booked or the trip has been planned some time ago already, etc.)
Will - Future is used to express future actions that you cannot plan, control or have any influence on. Therefore it is very often used e.g. in weather forecasts for example.
Tomorrow, it will be sunny and warm. On Tuesday, it will be rainy.

And we wish there were only two ways of expressing the future in English.
Here are my two cents:
I am meeting John at 7:00pm (an arrangement)
Lucy graduates at the end of this year (a scheduled event)
Our flight to London leaves at 23:00h (a timetable)
