In this context, what does "willy-nilly" mean?

"a serial killer who is not free to travel willy-nilly." The person does not have complete freedom to travel anywhere he wishes. There is also a suggestion in doing something willy-nilly that the acts may often be arbitrary or the result of a whim rather than always carefully planned.
