Is the sentence itself correct?

Q: Which one is your sister?

A: She is the one with a flower on the head.

Is it correct to write, a flower "on the head"?
Does it make sense or do we use "in" instead of "on"?

She is the one with a flower in her hair.

or, if you must use head...

She is the one with a flower on her head.
