I always get a feeling this phrase does not make sense literally, although I understand it means within 15 days after/following the date making purchase. Anyone has any comments about this? Thanks.

It means that after you purchase something, you have 15 days to change your mind about the item.

You can bring it back to the store any time between day 1 and day 15. After that, they will not honor the return or give you your money back.

Yes, I guess it is. This should be regarded as an example using blur but concise and understandable way to express the idea.
