"You shall hand in the paper within 7 days of receipt of this notice"

For me, "within" shall be connected with "of " as shown above. but I see many people write "within 7 days upon receipt of this notice". so why upon? I'm totally confused. is upon the good one?

They are both fine; they are just different ways of phrasing the same idea-- the structure differs somewhat.  The second form should really have a comma after days, or the word order should be changed:

You shall hand in the paper within 7 days of receipt of this notice.
You shall hand in the paper within 7 days, upon receipt of this notice.
Upon receipt of this notice, you shall hand in the paper within 7 days.
