Is it ok or understanble to use that expression, for example, in a sentence "woefully many people", expressing the idea that the author is sad that so many people do something or act in a certain manner?

The "woefully" does not relate to the author, but to "many people", and means the regrettably high numbers of people doing something or not doing something.
