occur with its past form occurred

We have the word occur with its past form occurred, why do we have to double the r here, any rules?

What about it?  It's the same as the other one I gave you, but possibly stated in a different order.  The rule there for occur is the same as the one for refer, which is their example.  Look under two-syllable verbs there and you'll see it.
