Working hours, business hours and office hours, are these expressions used interchangeably?

 

Not necessarily. Here are a few comments.

 

working hours  A much more common expression is 'hours of work'.

 

business hours Commonly used. Also in the form 'hours of business'.

 

office hours      Commonly used. But only in a context where there is an office, eg not in a factory, not in a store, not in a library. 

 

To some extent, what you'd say depends on the context. In everyday conversation, I'd most often just ask 'What are your hours?'
