would be the first say to you

I read this on the net:  

   I'd like to think that she would be the first say to you, subtextually of course, "Physician, heal thyself",

and I was wondering why it wasn't 'says' instead of 'say', because the complete sentence without leaving out words, I thought, would have been:

   I'd like to think that she would be the first one who says to you, subtextually of  course, "Physician, heal thyself." 

Did the writer make a mistake there? Thanks.

Yes, she did make a slight error.

I'd prefer the first version here, but I think both are acceptable:

I'd like to think that she would be the first to say to you, subtextually of course, "Physician, heal thyself."

I'd like to think that she would be the first one who says to you, subtextually of  course, "Physician, heal thyself."
