In BrE, 130 = one hundred and thirty or a hundred and thirty
In AmE, I think, 130 = one thirty or one hundred thirty

Numerals or Words
8.3 According to Press style the following are spelled out in ordinary text:
Whole numbers from one through ninety-nine ...
Any of the whole numbers above followed by hundred, thousand, hundred thousand, million, and so on.
For all other numbers numerals are used.
If a number between one thousand and ten thousand can be express in terms of hundreds, that style is preferred to numerals.
When spelled-out numbers would cluster thickly in a sentence or paragraph, however, it is often better to use numerals.
If you can consult this wonderful book, you will find examples of each of these rules.
