Kidnapper: Do not try to escape or you'll hurt the ones you love the most.

Is it correct to interpret 'you'll hurt' as "your actions will hurt"?

It is implying that that kidnappers will do something that will hurt "those you love most", either by killing the prisoner or by directly attacking them.
