You can say, "What happened was that I was walking on the pavement, and an accident occurred." 
Maybe something like that is what you heard?

 i sometimes see somewhere that sentence "the accident happened that i was walking on the pavement." but i don't use that  i usually use when like this sentences. by the way is it right to use that like this sentences.  No, it's wrong to use 'that' like this. You're right, use 'when' or perhaps, 'while'.
