article. I can sympathize with your feelings of puzzlement. 
What the author of the article is doing there is basically inventing a
new expression "make a chance" so that he has the clever rhyme " take a chance, make 
a chance", which he hopes will arouse the reader's curiosity to find
out what this unusual group of words might mean. Within the
article he is using "make a chance" to mean "create opportunities for
yourself", "arrange your life so that you create conditions for
success". Outside the article, however, "make a chance" is not a
normal expression.

"take a chance" means to risk something.
