If you mean that people (native speakers in this case) will understand it, even though it's not grammatically correct, then it IS acceptable. But grammatically speaking, number 1 is definitely the correct one. The correct answer would be no1 but I would also think that no2 is permissable in the sense that it would not impede complete understanding.It would also depend on which context it is used. From my point of view, Language is not encapsulated and mistakes form part of the learning process. I may be wrong though!
