&lt;P&gt;They are &lt;FONT color=#0000ff&gt;too&lt;/FONT&gt; busy&lt;U&gt; to learn&lt;/U&gt; english&lt;BR&gt;&lt;FONT color=#0000ff&gt;Your original sentence doesn't make sense.&amp;nbsp; But if you insert 'too' as in above, it will mean that they are too busy doing other things to afford time to learn English.&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;whichn is more likely?&lt;/P&gt;
