Ideally, it means the statement following simply put is a
summary of a potentially long explanation. It's a flag informing us the
statement that follows is simple and lacks details. 
 
In practice, simply put is usually meaningless. It's often used
as an unnecessary filler phrase at the beginning of a sentence along
with similar words like basically and essentially.
