If all you want to do is say he's right, adding maybe (not may be) somewhere, then place it first.

Maybe he's right.

If you think of the maybe idea later, you can pause when speaking, and say maybe later.

He's right. -------- Maybe. (This stands for: He's right. ----- Well, maybe he's right.)

Or you can make a shorter pause:

He's right. Maybe.

The shorter pause can be written as suggested above.

He's right, maybe.

I guess it would seem right if spoken. I would prefer using 'Maybe he's right'.
