Both whether and if are used indiscriminately to
introduce embedded yes/no questions. The implicit choice is
always 'yes' or 'no'. I'm not aware that any other explicit
choice needs to be present to sanction the use of whether . And I don't know whether it used to be the rule.  
 
 I don't know whether/if Susan agrees with me. 
We haven't decided yet whether/if we're going. 
I wasn't able to find out whether/if he was right.

"I wonder whether I should serve fish or beef." I may be wrong, but I believe that used to be the general rule.  "I wonder/was wondering whether you would go out with me" is not a question, so no question mark is required. 
 "Would you go with me?" requires a question mark because it is a question.
