Maybe they supplement a small hotel base in the whole city of Amsterdam? I don't really understand what you mean. I suggest that you try to reword your original sentence in another way.

Hi,
Hotels in the city centre, catering to tourists and smaller companies, ideally make up for a scarce hotel base in the city of Amsterdam.
Don't capitalize 'centre'.
'Scarce' does not sound correct. How about 'small'?
The overall meaning sounds wrong. It sounds like hotels in the city centre are not considered as part of the city's hotel base. Why wouldn't they be?

There are hotels all around the center of the city, so I think they are part of the city's hotel base? Maybe they supplement a small hotel base in the whole city of Amsterdam?

Re: accompanying

Hi,

Hi,
"Hotels accompanying the Center, addressed to tourists and smaller companies, ideally make up for a scarce hotel base of the city of Amsterdam."
Maybe I should write HOTELS IN THE CENTER? What do you mean by 'the Center'?
How does the word accompanying sound? It sounds a bit odd to me.
'Addressed to' also sounds odd. You probably mean 'that cater to'.
' in the city of'.
Clive

It's the Center of the city.
You mean HOTELS that cater to tourists and smaller companies?

Re: accompanying

Hi,
