Not in general:

waters plural : the water occupying or flowing in a particular bed <the limpid waters of a mountain brook>

territorial waters

the waters under the territorial jurisdiction of a nation or state including both inland waters and marginal sea as measured from mean low-water mark or from the seaward limit of a bay or river mouth

Does the plural word waters mean any kind of sea?
