THE SENTENCE IS WRONG.

THE CORRECT ONE IS:

If you want to talk then I am happy too.

too = also

No, Anon. You could say "If you are happy to talk, then I am happy, too." Otherwise, the original sentence is correct.

It will not be a problem to use it in informal contexts.

You might hear the construction in ordinary conversation, or see it in less formal written English.

It's probably more usual for the subject of the first verb and the second (unexpressed) verb to be the same, e.g.

1. If you want me to come over tonight, I'd be happy to [come over tonight].
