You have two choices:

In the Mecca of the time
In Mecca at that time

I much prefer the second.

In Mecca of the time, there was an increasing separation between the haves and have-nots.

I am not sure if this is correct. And google shows few use of "of the time". What about "In Mecca at that time"?
