The only OK:

I wish/wished we could have met under happier circumstances.

I wish/wished we had been able to meet under happier circumstances.

I wish/wished we had met under happier circumstances.

Thus you can make the wish now or in the past.

"I wish ... met under happier circumstances."

I wish we could have met under happier circumstances.

Is this sentence correct? What about 'I wish we were able to meet under happier circumstances' and 'I wish we had met/have met under happier circumstances' ?

What does the verb 'wish' entail?
