&lt;p&gt;&lt;/div&gt;&lt;/BLOCKQUOTE&gt;&lt;strong&gt; &lt;/strong&gt;The digit &amp;#39;0&amp;#39; is pronounced as &amp;#39;oh&amp;#39;&amp;nbsp;. Therefore, it is correct to say &lt;em&gt;an 02 plate.&lt;/em&gt; &lt;/p&gt;
