I'd say either I wanted . . . and hoped . . . or I want . . . and hope . . .

I prefer the latter.

PS Instead of repeating the word 'article', I'd just use the pronoun 'it'.

I would write this sentence as follows:

Enclosed is an article (entitled), "Traditional Small Business Marketing is Dead". I wanted to share this article with you and hope that you will find the information useful.

If you are writing this for a US audience, then the period stays inside the quotes.

The only alteration I would make is to put the full stop outside the quotation marks round the article title.

Is the above sentence grammatically correct along with the commas used?
