Nothing offensive, just to use the phrase as intended by the press. I thought there would be a term to describe this type of event where the phrase itself negated the meaning of what you said.  Obviously, it doesn&amp;#39;t mean &amp;quot;I will not utter a sound&amp;quot; but rather &amp;quot;I can&amp;#39;t reply in any substantive way, so I will not answer your question.&amp;quot; 
 In forums, it tends to be used sarcastically.
