Perhaps the &amp;#39;they&amp;#39; could&amp;nbsp;be interpreted to refer to the American government&amp;#39; rather than &amp;#39;the Wilson administration&amp;#39;.&amp;nbsp;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;
