"Change the following sentences into a question form" is thoroughly ambiguous to me. Without context or specimen answers I wouldn't know what they were asking for (I'm assuming that you've copied this instruction verbatim from the exercise). "What questions would elicit the following answers?" is one possibility, but it's not the only one, and it's not even the one that comes first to my mind.

(a) They were going to the library just now.
(ii) Where were they going (to)?

(b) There are many ants on the table eating candies.
(i) What's on the table? (This is the only reasonable question for that statement, Vincent)

Form questions

Change the following sentences into a question form.

(a) They were going to the library just now.

     (i) Where did they go?
    (ii) Where were they going to/ ...going?

(b) There are many ants on the table eating candies.
    (i) Why were there many ants on the table?
