It could be in a dialect but never the less, Dutch. In Fryslân, the real Frisian people speak Frysk and Dutch. Because a lot of people from other provinces came to Fryslân, not everyone does speak Frysk. (Pitty) :s For the sake of a good communication, it's important to understand eachother so everyone can speak Dutch. We all learn English at school. To earn your diploma you have to pass the exams for Dutch and English. Most Dutch-people find it hard to learn. Your teacher is right, every province has his own dialect.
