Yes, avoiding repetition is a common problem in such cases. However,it's not wrong or unusual to use the same verb twice, although consecutively is not a good idea.

2 - Invented an Internet marketing strategy to bring qualified prospects onto our band-new website implementing SEO techniques, and using Pay-Per-Click advertising.

3 - Created an Internet marketing strategy to bring qualified prospects onto our band-new website implementing SEO techniques, and using Pay-Per-Click advertising.

I'm not sure about the first one, as it could IMHO make the reader believe that I just implemented it following my boss strategy/advice/etc. yes, you're right.

Which one in your opinion would be the best word to use? 'Created' is better than 'invented', which is not a common word in this kind of business context. You could always use two verbs, of course, eg 'created and implemented'. Or how about 'developed'?
