You can put one after 1987, but it's not required.

You do, however, have some strange capitalization going on.

Do I need a comma in this sentence? Since 1987 the Task Force has sponsored a state Interagency Conference.

You need a comma when you have two independent clauses (each with its own subject and verb). On the other hand, when the same subject does both actions, you don't have a comma. #6 is possibly okay, if you were going to pause when speaking that out loud.
