The reason is that you wouldn't write a cover letter to a friend or relative. You would only write a cover letter to a businesss where you wanted to be employed. And when you wrote that letter, you would use formal English. For example, when writing to friends, I usually skip all the inside address stuff. Not so when writing a cover letter. I hope this helps.
