How about: I'm going to hit you? I'm not going to tell you. (:-( If, at the moment of speaking, the speaker has evidence (clouds or a tickle in the nose or a plan or decision) of the future event, "going to" is used.

That's interesting because the necessity involved with "must" may be of different kinds, for example legal, moral, practical or logical. The legal and moral bit seems to tie in with your "in every possible situation".
